Notification to the Ministry of Internal Affairs on the Salary Payment to HQS
If a foreign citizen is employed as a highly qualified specialist (HQS) with a salary exceeding 3 million rubles, their EMPLOYER IS LEGALLY REQUIRED TO REGULARLY NOTIFY THE MINISTRY OF INTERNAL AFFAIRS ABOUT THE SALARY PAYMENTS TO SUCH HQS. This notification must be submitted along with notifications of employment contract conclusion or termination.

HQS salary notifications must be submitted quarterly. When a work quarter ends, the employer must prepare and submit the notification within the following month. For example, salary payment documents for Q4 2019 must be submitted in January 2020, while those for Q1 2020 must be submitted in April 2020. Fines for Failure to Submit Salary Notifications:
According to Article 18.15, Part 5 of the Code of Administrative Offenses of the Russian Federation (KoAP RF), failure to notify or violation of the established procedure and/or form of notification by an employer or contractor engaging highly qualified foreign specialists to the Main Directorate for Migration of the Ministry of Internal Affairs of Russia or its authorized territorial body regarding salary payments (remuneration) to highly qualified specialists, if such notification is required by law, entails administrative fines: for officials – from 35,000 to 70,000 rubles; for legal entities – from 400,000 to 1 million rubles.
If a company (employer) fails to fulfill its obligations regarding the timely payment of wages and other payments to a highly qualified specialist, and the salary is less than 250,000 rubles per month, then under Russian HQS regulations, the authorities may revoke the HQS work permit and impose a two-year ban on hiring foreign employees.
Thus, without properly prepared documents (salary notifications and other payment reports), a company (employer) will not be able to hire a crucial foreign specialist, leading to project delays and other negative consequences, both financial and reputational.
